**Job Title: Functional Manager - AI & Data Modernization** **Duration:** 1+ year contract **Location:** Salem, OR (30-50% onsite ) **Summary:** We are seeking an experienced Functional Manager to serve as the Deputy Project Manager on a multi-year cloud data modernization initiative supporting a state Health & Human Services agency. This role will lead a cross-functional team delivering a modern Azure and Databricks-based data platform that transforms statewide behavioral health reporting and analytics. **Responsibilities:** - Serve as Functional Manager and Deputy Project Manager for a large-scale cloud data modernization program. - Lead a cross-functional team of 10-15 resources across data engineering, testing, functional, infrastructure, and security workstreams. - Drive delivery across the full SDLC, including, design, development, testing, UAT, and production support. - Facilitate workshops with business, technical, and executive stakeholders to gather and drive solution alignment. - Manage project scope, timelines, budgets ($1M+), staffing, risks, and executive status reporting. - Oversee key project deliverables, including project plans, technical documentation, RTMs, test plans, training materials, and status reports. - Support development of Power BI dashboards and analytics solutions while promoting data governance and AI-enabled delivery practices. ** :** - Bachelor's degree in Information Management, Data Analytics, Business, or related field (Master's preferred). - Experience supporting State Government, Health & Human Services, Medicaid, or Behavioral Health programs. - PMP Certification. - Experience leading enterprise cloud modernization or data transformation initiatives. - Proven success managing cross-functional teams and complex government projects. - Strong knowledge of project management, data analytics & data governance, gathering, and stakeholder management. - Experience with Power BI and/or Tableau, SQL, Microsoft Project, and Excel or Alteryx. - Familiarity with Agile, Waterfall, and Hybrid SDLC methodologies.
