Role: Technical Lead – Medicaid Enterprise Data Warehouse (MEDW)
Location: Remote with Travel to client site (Atlanta, GA)

Position Summary:

The Technical Lead for the Medicaid Enterprise Data Warehouse (MEDW) provides hands-on technical direction, architectural oversight, and implementation leadership for the design, development, and operation of the data warehouse environment. This role bridges business and technical teams to ensure the MEDW meets performance, scalability, security, and compliance requirements that support Medicaid program analytics, reporting, and federal submissions.
The Technical Lead is the subject matter expert for data integration, ETL/ELT frameworks, database design, and system interfaces across the Medicaid enterprise ecosystem—including MMIS, MCOs, eligibility systems, and provider data sources.

Key Responsibilities:
Technical Leadership & Architecture
  • Lead the design, implementation, and maintenance of the Medicaid Enterprise Data Warehouse architecture (data models, ETL/ELT pipelines, metadata, and BI layers).
  • Define and enforce data architecture standards, integration patterns, and performance optimization strategies.
  • Collaborate with the Data Warehouse Manager and Enterprise Architect to align MEDW technical design with enterprise data strategy and Medicaid business needs.
  • Provide technical guidance and code reviews for data engineers and developers.
Data Integration & Engineering
  • Oversee the development and optimization of ETL/ELT processes to extract, transform, and load data from MMIS, MCOs, and other Medicaid source systems.
  • Design and maintain logical and physical data models, ensuring scalability and compliance with Medicaid and CMS data standards.
  • Implement data validation, quality control, and reconciliation processes for inbound and outbound data exchanges.
  • Ensure the accuracy and timeliness of data used for analytics, dashboards, and CMS reporting (e.g., T-MSIS, CMS-64, CMS-21).
Governance, Security & Compliance
  • Implement and enforce data governance, lineage tracking, and metadata management standards.
  • Ensure compliance with HIPAA, CMS, and state data security and privacy requirements.
  • Collaborate with information security teams to manage user access, encryption, and audit processes.
Performance & Operations
  • Monitor system performance and troubleshoot complex data or processing issues.
  • Lead efforts in data warehouse tuning, storage optimization, and capacity planning.
  • Support release management, environment configuration, and version control.
  • Ensure high availability, reliability, and disaster recovery preparedness of the MEDW platform.
Collaboration & Support
  • Serve as the primary technical point of contact for MEDW development and support teams.
  • Work closely with business analysts, data scientists, and Medicaid program staff to translate business requirements into scalable technical solutions.
  • Mentor junior engineers and developers to foster technical excellence and knowledge sharing.
  • Ability to manage concurrent priorities and drive initiatives to completion.

Qualifications:
Education:
  • Bachelor’s degree in Computer Science, Information Systems, or a related field (Master’s preferred).
Experience:
  • 7+ years of experience in data warehousing or enterprise data systems.
  • 3+ years of experience in a technical leadership or senior engineering role.
  • Strong background in healthcare or Medicaid systems, particularly with MMIS, claims, eligibility, and provider data.
  • Expertise in relational and/or cloud-based database platforms (e.g., SQL Server, Oracle,  or Azure Synapse).
  • Proven experience designing and managing large-scale ETL/ELT pipelines using Informatica
Skills:
  • Proficiency in SQL, data modeling, and performance tuning.
  • Data Governance & Quality - Knowledge of data lineage, cataloging, validation, and compliance (HIPAA, SOC2).
  • Experience with BI/reporting tools (e.g.,  Tableau, SAS).
  • Familiarity with CMS reporting requirements and federal Medicaid data standards.
  • Strong problem-solving and analytical thinking for troubleshooting complex data flows
  • Proven ability to analyze data quality, and dependency across multiple systems.
  • Competent in developing data validation frameworks and ensuring pipeline reliability.
  • Proficiency in Python, PowerShell, or Shell scripting for automation and data operations.
  • Expertise in data modeling (OLTP, OLAP, star/snowflake schemas), metadata management, and integration design.
  • Hands-on experience with Informatica, SSIS, Airflow, or equivalent tools for large-scale data integration.

Preferred Certifications:
  • AWS, Azure, or Snowflake Data Engineer / Architect certifications.
  • Certified Data Management Professional (CDMP).
