Position Overview:

Lead and manage IT sourcing initiatives, ensuring compliance with state procurement laws and regulations
Develop, evaluate, and document procurement processes, policies, and procedures
Coordinate sourcing for large scope and high-dollar contracts, including defining requirements and reviewing bids
Collaborate with legal counsel and business units to optimize contract outcomes
Work independently with considerable latitude, supporting continuous process improvements and vendor management goals

Requirements:

8+ years of experience developing and implementing sourcing and vendor management processes
In-depth knowledge of Texas procurement laws, regulations, and contract management guidelines
Experience managing procurement projects and interacting with legal counsel and business units
Strong negotiation skills and understanding of vendor performance evaluation systems
Knowledge of IT procurement, contract negotiations, and the public sector environment is preferred
